The former Ibrox chief executive has outlined his failed scheme to buy Stafford Rangers and rename them Rangers before transferring first-team players to the Northern Premier League side.
Green devised the plan as Rangers were "kicked out" of the Scottish Premier League and were preparing to start in the Third Division in Scotland.
The businessman was hopeful he would be able to see Rangers rise through the leagues in Scotland with reserve players who would "win the Third Division".
But at the same time, he was ready to transfer all of the first team to Stafford Rangers, who would then be known as Rangers after his takeover.
Green, though, claims the plan was scrapped because of "challenges" as he stated "just because Charles Green wants to do it, it's not allowed".
Speaking on Keys and Gray unleashed, Green said: "Well, because if I buy Stafford Rangers, I change the name a day after I bought it and it's no longer Stafford Rangers. We delete the name Stafford and we become Rangers.
"And guess who the goalkeeper is for Rangers who are playing in the, you know, Northern Premier League or in the Conference League at that time.
"So we now got a team which is, you know, This guy, that guy, that guy, this guy, who are obviously the Rangers' first team.
"In Scotland, we have the reserves playing in the Scottish league. So the Rangers reserves at the time would win the third division, right?
"But the same year, Rangers' first team are now playing at Rangers because they've gone there, either transferred or gone on loan.
"And of course, we get people then saying, well, you know, teams can't play. I said, well, we've already got Welsh teams playing in England. We've got Scottish teams playing in England. We've got English teams playing in Scotland.
"So all of a sudden, just because Charles Green wants to do it, it's not allowed. So these are how they would change the rules and reapply them or put things. And it's because I had, you know, I didn't burst out into tears when they were coming along with these challenges."
