Manchester City could face forced sale, Regulator warns

Manchester City’s ownership group could be forced to sell the Premier League runner-up in the ultimate sanction stemming from a long-running financial investigation, according to David Kogan, chair of the Independent Football Regulator. Kogan stated in a podcast interview that the regulatory body possesses the absolute authority to order club owners to divest their holdings if a club is deemed to be run improperly, unfairly, or without required correctness.

Regulatory Powers and the Threat of Divestment

The Independent Football Regulator for English football holds the direct legal mechanism to intervene in club ownership structures, as explained by Kogan during an appearance on the podcast The Rest is Football. When asked whether club owners could successfully resist such an administrative directive, the regulatory chief maintained that owners cannot block an official order to step aside and sell their stakes.

Until Kogan outlined these sweeping oversight powers, public and media debates surrounding Manchester City’s ongoing financial hearings had centered strictly on potential sporting sanctions. Those traditional penalties included massive financial fines, substantial league point deductions, or an enforced relegation from the English top flight. An administrative forced sale had not previously featured as a realistic outcome in high-profile discussions of the case.

The 100-Count Premier League Investigation

Manchester City has operated under a cloud of regulatory scrutiny regarding its financial reporting for years across both domestic and international competitions. In late September, the English Premier League officially charged and found the reigning powerhouse guilty of roughly 100 distinct breaches of financial rules covering a nine-year period between 2009 and 2018.

Club officials representing the Etihad Stadium outfit have vehemently denied every accusation brought forward by league investigators. Following the league’s disciplinary announcement, the club submitted a formal appeal within the required timeframe to contest the findings and challenge the validity of the judgment.

Ownership History and Valuation

Sheikh Mansour bin Zayed al-Nahyan acquired the Manchester club in 2008 for an estimated 200 million euros, transforming the sporting and structural landscape of English football over nearly two decades. Following 18 years of heavy investment—including roughly two billion euros directed toward player acquisitions and squad development—business publication Forbes valued the organization at 4.9 billion euros during the previous summer.
