The 17-year-old defeated French star Elsa Jacquemot 6-2 6-4 to clinch the W100 title at the Wrexham Tennis and Padel Centre without dropping a set all week.
Klugman has become the second consecutive British winner of the Wrexham tournament, following on from the success of Welsh ace Mimi Xu this time last year.
In addition, she has become the youngest British woman to win a singles trophy at W100-level or higher.
Fresh from beating fellow British player Jodie Burrage in the last-four, Klugman pressed world number 157 Jacquemot straight from the start of the sell-out final.
Although she spurned her first two break point opportunities, Klugman was able to get her reward two games later.
A double break ensured Klugman sealed an emphatic first set, while there was no resting on her laurels when the second set got underway.
Klugman was on the verge of the title after she raced out into a 5-1 lead.
Jacquemot is made of stern stuff, though, and cut her deficit to 5-4, before her opponent served out for victory at the second time of asking.
Klugman said: “It’s been such an amazing week and to top if off with a win at such a high level tournament, these are big moments for me as a young player.
“I have such great people behind me, pushing me every day, and I think I’ve really made some massive steps in my tennis. I’m definitely a different tennis player to who I was at the start of the year, so just so happy with myself.”
Having started the week 341 in the world, Klugman, a former world junior number one, is set to break into the top 250 for the first time.
She becomes the latest British winner of this tournament, following in the footsteps of Xu last year, while Sonay Kartal was the 2024 champion when the event was played in Shrewsbury ahead of moving to Wrexham.
Klugman progressed through to the final after a 6-1 6-4 win over fellow Brit, Jodie Burrage.
Klugman said: “I was very happy and a lot of positive thoughts, it’s a nice feeling knowing all of your hard work pays off as these are the big moments you play for. It’s a great feeling.”
“I’ve been training really well, and I know my level is there,” she added.
“The crowd were amazing today and definitely split 50/50 for the match today!”
Jacquemot beat the Netherlands’ Suzan Lamens 6-2 7-6 in a match of two halves.
Both previous top 100 players, but currently ranking 157 and 245 respectively, they delivered world class tennis that the Wrexham crowd of nearly 500 loved.
The first set saw Jacquemot dominate after breaking in the first and third game, leading Lamens 4-0.
After the match Jacquemot said “My match was very hard, Suzan played really well. I’m really happy to win this match. I’m so excited to play tomorrow.”
Lamens kept a closer grip on the second set and pushed to a second set tiebreak, following multiple breaks of serve. But Jacquemot cemented her lead and didn’t let the threatening Lamens stop her from getting through to the final in straight sets.
In the doubles final, British pair Freya Christie and Eden Silva triumphed 6-2 6-3 against fourth seeds Hiroko Kuwata and Ankita Raina
