Mikel Arteta's side beat Ipswich 4-2 to reach this stage, while Fleetwood are targeting another upset after a 1-0 win over Championship outfit Sheffield United in the previous round.
Arsenal head into the tie days after a 2-0 win over Everton that moved them joint-top of the Premier League with Manchester City.
This capped off a strong week for the Gunners, who also clinched a 2-2 draw away to Bayern Munich in the Champions League.
Meanwhile, Fleetwood have struggled since their last Carabao Cup outing, losing six of nine games to leave them 18th in League Two.
But cup ties are famously unpredictable, and the Cods will look to bring their best as they welcome Arsenal to Highbury Stadium - the same name as the visitors' iconic old north London home.
This Carabao Cup fourth round tie will take place on Tuesday, October 27.
Kick-off at Highbury Stadium is scheduled for 8pm.
talkSPORT will have live coverage of the game, with Adrian Durham presenting the action in Lancashire.
Commentary will come from Joe Shennan and former Fleetwood manager and ex-Liverpool midfielder Charlie Adam.

Arteta is expected to rotate his Arsenal side, with a Premier League clash against Liverpool also on this week's agenda.
This could see Max Dowman handed a start, with the teenage sensation grabbing a brace in the third round win over Ipswich.
Meanwhile, the likes of Declan Rice, Riccardo Calafiori, Martin Odegaard and Gabriel could all be rested, giving Cristhian Mosquera, Piero Hincapie and Martin Zubimendi a chance of minutes.
Injury-wise, Arsenal will be without Bukayo Saka against Fleetwood, with Arteta confirming he is facing 'weeks' out after picking up a quad injury against Bayern Munich.
Meanwhile, William Saliba continues his recovery along with Christos Tzolis, while Viktor Gyokeres could be in line to start again.
As for Fleetwood, striker Lewis McCann is unavailable through suspension, having been booked twice already in the Carabao Cup this term.
Kane Thompson-Sommers is among the other Cods stars missing out on the Arsenal visit through injury, while summer signing Andy Cannon is fit to make his return after almost two months out.

Fleetwood boss Matt Lawlor urged his side to embrace one of the biggest nights in the club’s history, as they look to pull off a huge upset against Arsenal.
Looking ahead on Monday, he said: “The champions are coming to town and they’re coming to our patch.
“The players need to be excited by it, not overawed by it. The respect is through the roof, but the fear can’t be through the roof.
“We’ve earned a game like this. We’ve had to go through round upon round of tough games, and none of them were easy. To get to where we are, we deserve that.”
The draw for Carabao Cup quarter-finals will take place on Wednesday.
