The Chelsea forward was a notable omission from Tuchel’s squad for next week’s Nations League games against Croatia and Spain.
He was originally named in Tuchel’s group for September and October’s matches but withdrew due to a minor injury, despite playing 90 minutes in Chelsea’s final match, much to the annoyance of the German, who said he “misses too many opportunities to impress”.
The 24-year-old then featured in all four of his club’s Premier League matches ahead of this camp, but was overlooked by Tuchel, who handed maiden call-ups to Jobe Bellingham and Josh King.
“I guess everyone is desperate to play for England, and Cole is no exception,” Tuchel said.
“We’re speaking now about the player who is not in camp, and it counts when you are in camp.
“And I said last time, he misses too many opportunities to impress. It was a long camp. It was two and a half weeks, and the players and the boys who were in camp built something extraordinary and that’s why the credit goes to them.
“The trust is for them. If you are in camp, this is your chance to impress.
“So it’s not personal, and of course we will never assume that Cole is not in the mindset to come and desperate to play for his country. But the competition is on, and the players who were in camp did an amazing job and kept their place.
“The door is always open, but nothing has changed, and we decided to do this camp without him.”
Palmer was one of five withdrawals ahead of the last camp, with Declan Rice, Kobbie Mainoo, Tino Livramento and Marcus Rashford also pulling out.
Rice is the only one of that quintet recalled as Tuchel reiterated that he will always give preference to those who “walk the talk”.
“The best reactions to the withdrawals in the last camp from the players who were in camp was just to put the quality in and make it a successful camp,” Tuchel said.
“That’s the best foundation for the next camp, to have less withdrawals, which is actually happening now.
“So it’s always about the ones who are in camp.
“It’s always the ones who don’t withdraw and who walk the talk and come to camp and show that it matters and put the quality in. And this is always what we will reward.
“That was always the message, very, very early, since we took charge, that it matters if you are in camp and it matters what you do in camp and the last camp was an excellent one, so the trust and the belief is in the players that were there.”
Mainoo was also overlooked, despite returning to Manchester United’s side.
“I think Kobbie had a difficult spell now with his team and his club, and missed a lot, a lot of matches,” Tuchel said.
“And in the meantime, it was Jobe who impressed in the same level of time, and that’s exactly what we want.
“The door is always open for younger ones to overtake or to make their mark.”
