During their thumping defeat at Ibrox, the Perth Saints were reduced to ten men after the wide man's tackle on Nico Raskin.
He got the ball but then caught the midfielder with his studs on the follow through. After a VAR review, Fotheringham was flashed the red card.
St Johnstone felt it was harsh and two former referees thought that too - with Bobby Madden branding it a "bonkers" decision.
And ex-Premier League whistler Dermot Gallagher agreed that it was probably the wrong call.
He said: "It's quite intriguing, isn't it? Because we talk about, he gets the ball definitely, follows through, catches him on the shin. We actually saw one last week, very similar, where he was sent off and then brought back. But the referee obviously thinks so, and the VAR thinks that the referee thinks it's too high at the end. But I don't know what he's meant to do.
However, Tim Sherwood could see why it was given, explaining: "Possibly red, yeah. I'll give him the benefit of the doubt with the slide because of the weather, but I think he definitely knows what he's doing."
Jay Bothroyd added: "I would probably agree with that."
