SPOT ON: Why Referees were 100% correct to deny Lugazi an Indirect Free Kick in Lugogo Defeat
Dick Okello

Overview:

Disaster nearly struck when Mugolofa completely mistimed his control, watching helplessly as the ball slid right under his foot and trickled towards the empty net. Just before the ball could cross the goal line, a panicked Mugolofa dove and saved it with his hands.

KCCA FC may have grabbed the headlines by coming from behind for the first time this season to secure a thrilling 2-1 victory over Lugazi FC on Wednesday, but the biggest talking point at the MTN Omondi Stadium happened long before the goals flew in.

Charles Lwanga and Sammy Ssebaduka scored to cancel out Cromwell Rwothomio’s early strike, giving the Kasasiro Boys their fourth consecutive league win. However, the match was defined by a massive refereeing controversy in the opening exchanges that left the Lugazi technical bench and traveling fans absolutely furious.

The Incident

KCCA won a free kick inside their own half. Midfielder Elvis Ngonde stepped up and deliberately played a pass backward to his goalkeeper, Mutwalibi Mugolofa.

Disaster nearly struck when Mugolofa completely mistimed his control, watching helplessly as the ball slid right under his foot and trickled towards the empty net. Just before the ball could cross the goal line, a panicked Mugolofa dove and saved it with his hands.

Lugazi’s players and technical staff immediately swarmed the officials, demanding an indirect free kick inside the box for an illegal back-pass handling. Instead, center referee Dick Okello and first assistant Brianson Musisi waved play on.

While fans in the stands screamed robbery, a closer look at the International Football Association Board (IFAB) Laws of the Game reveals that the match officials were completely spot on.

Law 12: The Failed Clearance Loophole

To the untrained eye, a player passing to the keeper who then uses his hands is a textbook indirect free kick. However, the law explicitly protects goalkeepers who make a genuine technical error when attempting to play the ball with their feet.

According to IFAB Law 12:

“If the goalkeeper deliberately kicks or attempts to kick the ball to release it into play after it has been deliberately kicked to them by a team-mate, they can then handle the ball if the kick or attempt is unsuccessful.”

Because Mugolofa made a clear, deliberate attempt to control and play the ball with his feet first, his failure to do so was deemed a mechanical misplay rather than a deliberate handling infraction. The moment he missed the kick, the back-pass restriction was nullified, legally allowing him to scramble and save it with his hands.

What If It Crossed the Line?

Interestingly, even if Mugolofa had failed to reach the ball and it had rolled fully into the net, Lugazi still wouldn’t have been celebrated a goal.

Because the ball was passed backward directly from a set-piece restart (the free kick), the laws of football dictate that a team cannot score an own goal directly from a restart. Had it crossed the line, play would have been restarted with a corner kick to Lugazi, not a goal.

Verdict

Lugazi FC will feel hard done by after leaving Lugogo empty-handed, but they cannot blame the officiating. Referees Dick Okello and Brianson Musisi displayed a masterful, calm understanding of football’s finest legal margins under intense pressure.
