How the U-17 Women’s World Cup is preparing Morocco for 2030 pitch & legal framework

From the U17 Women’s World Cup to the FIFA tax regime for 2030, Morocco is preparing both the pitch and the legal framework.

While the Moroccan government presents the FIFA-related tax regime designed to support the 2030 World Cup, the country is already hosting a global tournament.

Rabat is staging the FIFA U17 Women’s World Cup from 17 October to 7 November, bringing together 24 teams for a total of 52 matches.

The tournament follows a centralised format that allows spectators to attend several matches on the same day.

Teams play in facilities dedicated to women’s football, and a fan zone brings the area around the event to life.

For African audiences and media, the competition is an immediate opportunity to follow the continent’s future internationals and to see Morocco’s hosting capacity first hand.

At the same time, the 2027 draft finance bill sets out an expanded tax regime for the 2030 World Cup.

FIFA offices in Morocco

Building on the exemptions granted since 2025 to FIFA’s offices in Morocco, it would also cover the six confederations including CAF, qualified federations and certain non-resident players, for eligible tournament-related activities and income.

The two matters remain legally separate. The measures proposed for 2030 are not the tax regime of the current U17 tournament, and the 2027 draft finance bill is still subject to final adoption by Parliament.

Together, however, they offer two complementary views of Morocco’s preparations: on the pitch, welcoming teams and fans; in the legislation, building the framework for the next major events in world football.
